Knowing that mobility is critical to our economy and quality of life, CATC conducted a comprehensive review of the regional mobility plan. With an estimated $10-20 billion shortfall and continued prospects for completely inadequate traditional funding, it is absolutely imperative that we not only seek local funding options but that all mobility projects be prioritized on the basis of their cost effectiveness, tempered only by safety issues.
Since virtually all of our personal and commercial mobility depends on roadways, we believe the region’s priority must be finishing the highway system with full interchanges and supported by an adequate thoroughfare system. If the highway system expands using tolls and incorporates managed lanes, it not only will finance itself but also underwrite its own maintenance and expansion. A managed-lane system with congestion pricing provides the perfect platform for highly effective bus rapid transit as well as car and van pooling. In addition, excess managed lane capacity can be used by delivery and service vehicles vital to our economy.
Lastly, the roadway system must be actively operated. A comprehensive roadside assistance/incident management program, synchronized traffic lights, ramp metering, real time traffic information and demand reduction strategies must be implemented. Future rights of way must be reserved.
The region is at a critical juncture and we must focus first on transportation necessities.
